President's Office Staff

Administration Building

The Administration Building located on North Campus served as the University of Georgia's library from 1905 -1952, and then later served as the Georgia Museum of Art, until it was renovated in 1998.  The facility now serves as the home of the Office of the President as well as the offices of the senior vice presidents for academic affairs, finance and administration and external affairs.

Dr. Margaret A. Amstutz serves as chief of staff, providing administrative oversight for the Office of the President and its reporting units:  Internal Auditing; the Office of Legal Affairs; and the Equal Opportunity Office. In her role, she serves as liaison to the University System Board of Regents and to the faculty, the UGA Provost’s Office, the University of Georgia Research Foundation, and various committees within the University’s faculty governance structure.  She assumed the role of chief of staff in 2007, having first joined the Office of the President at the University of Georgia in 1997 as assistant to the president for academic affairs. She holds an academic appointment as adjunct assistant professor of English at UGA.

Amstutz received her bachelor's degree in English from Centre College in Danville, Kentucky, working as an assistant to President Adams at Centre from 1989 to 1991. She holds two degrees in English and American literature from Washington University in St. Louis (M.A., 1992 and Ph.D., 2004). Her doctoral research in nineteenth-century American literature focuses on the writings of Elizabeth Stoddard and Nathaniel Hawthorne. While in St. Louis, she held successive positions at the Missouri Humanities Council, a state affiliate of the National Endowment for the Humanities. A member of Leadership Georgia’s Class of 2010, she currently sits on the President’s Advisory Council of Centre College and has previously served as a member of the Centre College Alumni Board of Directors and the board of directors of the Girl Scouts of Northeast Georgia.

Matthew M. Winston Jr. has served as Assistant to the President at the University of Georgia since October 2000. He oversees staff issues, student issues, athletics, auxiliary services and diversity issues for the president's office, serving as an adviser and speechwriter for UGA President Michael F. Adams in these areas. Prior to joining the president's staff, Winston was the news bureau manager in UGA’s University Communications office. Winston served as the Acting Director for UGA’s Office of Institutional Diversity from 2005 – 2006.  Before coming to UGA, he spent eight years directing the news bureau at Virginia Tech, where he earned a bachelor of science in marketing management in 1990.

Winston is currently a member of the International Board of Trustees for the Council for Advancement and Support of Education (CASE), and he served as a member of that organization's Commission for Communications and Marketing from 2009-2011.  He also is a member of the CASE District III Board of Directors where he has served in a variety of roles including Secretary and Communications and Marketing Program Chair.

Winston currently serves as vice president of the board of directors of both Virginia Tech Alumni Association and the Southern Regional Council, and he is a member of the Ron Clark Academy Advisory Board and the Athens-Clarke County Chamber of Commerce Board.   He previously served on the Clarke County Mentor Program and LEAD Athens steering committees, the Clarke County Board of Education Multicultural Task Force, the University Relations committee of the Athens Chamber of Commerce, and the Clarke County Neighborhood Relations Roundtable. He is also a member of the Delta Psi Boule of Sigma Pi Phi Fraternity, and Phi Kappa Phi Honor Society.

The Virginia Beach, Va., native and his wife, Kimberly, live in Athens with their two children, Chloé and Marcus.

Mary McDonald joined the Office of the President at the University of Georgia in April 2005. She serves as Assistant to the President, advising the President in the areas of external affairs and campus programs. In her role, she serves as liaison to the Senior Vice President for External Affairs and the University of Georgia Foundation.  Mary also serves as chair of the university's Commencement Steering Committee. 

Prior to joining the president's staff, Mary was the Assistant Director of Development in the School of Medicine at the Medical College of Georgia, where she worked to secure funding from alumni, corporations and foundations. She also served on the Executive Committee and the Board of Directors for Southern Crescent Habitat for Humanity. Mary began her career at Agnes Scott College, working in Annual Giving, Records and Research and Stewardship. She later took a position at Georgia State University as Director of Donor Relations.

Mary received her bachelor's degree in English from UGA and a Master of Public Administration in Non Profit Management from Georgia State University. A native Hampton, Georgia, she resides in Athens with her husband Marc LaMotte.

Chuck Toney

Chuck Toney has served as an Assistant to the President since July 2011.  A speechwriter and policy analyst in the Public Affairs office since 1999, he continues those duties in the President’s office.  He also has responsibility for construction projects, facilities and physical plant, working with the Office of University Architects for Facilities Planning, the UGA Real Estate Foundation and Board of Regents staff.  He is also the liaison for the President’s Cabinet and the Public Affairs office, and represents the office with such higher education groups as the Southern Regional Education Board, the Atlanta Regional Council for Higher Education and the American Association of Universities.

Before coming to UGA, Toney was a public information director in the Public Affairs office at Clemson University.  In 1993-94, he served as press secretary for Congressman Don Johnson, who represented Athens and Northeast Georgia.

Born in Winder and raised in Lavonia, Toney earned a bachelor’s degree in English from Presbyterian College and a master’s degree, also in English, from Clemson University.

Toney is an active member of the community, currently serving on the boards of the Athens YWCO and Extra Special People, a local non-profit which provides camp and other activities for young people with special needs.  He is the former clerk of session at First Presbyterian Church of Athens and past president of the Rotary Club of Oconee County.  He and his wife, Laura, have three teenage sons, Isaac, Will and John.
